How do we lift the potential group?

Almost 45,000 of our young people in Denmark are neither in education nor work. This calls for action.

Ungeløftet is a nationwide partnership across society and is part of a broad political agreement where a total of DKK 1.3 billion has been allocated over ten years to lift young people.

INVI continuously collects feedback from the partnership and young people to support the efforts.

About the project

Ungeløftet brings together parties from all parts of society to lift young people closer to work or education.

It is a strength that so many actors are given the opportunity to work together to fulfill the Youth Promise, but also a challenging coordination exercise.

By applying its wicked Problems model, INVI collects the collective intelligence from Ungeløftet and feeds it to the Ministry of Employment and back to Ungeløftet's partners. This makes it possible to follow the rollout of Ungeløftet in real time and find out what works and what struggles, so the course can be continuously adjusted and adapted to reality.

In the coming years, INVI will collect experiences from:

  • Partnerships between municipalities, businesses and civil society actors. Here we map what stands in the way, what works - and what dilemmas, conflicts and scaling challenges the actors experience.

  • The Individually Planned Supported Employment (IPS) initiative is a well-documented method for helping young people with mental health challenges into work. Here we focus on the barriers and potentials that practitioners experience in connection with the initiative - from job centers and psychiatry to shelters and educational institutions.

  • The young people themselves. The youth group is characterized by being diverse and complex, which makes it difficult to say anything general. That's why we listen to what a large group of young people think and experience - from their own perspective.


The anatomy of the wicked problem: Young people without jobs and education

  • The challenge of young people without jobs or education is not one, but many - and they cross sectors such as employment, health, education and social conditions. There is not one cause, and therefore not one solution.

  • Municipalities, civil society, businesses and the state have a common ambition to help young people into education or work, but very different options and perspectives. This creates a need for mutual understanding and coordination across industries and sectors.

  • Frontline actors often point to a conflict between system logics (e.g. legislation, budgets and governance) and the relational work required to build trust and motivation among vulnerable youth. Both are necessary, but the balance is difficult.

  • Ungeløftet tries to scale partnerships and methods - such as IPS - in real time. This means that action and adjustments need to be made simultaneously. Therefore, there is also a need for continuous feedback and understanding of how successful the implementation is.

This is how we do it

The Youth Lift Practice Panel
The panel is a space for continuous feedback where professionals and young people and practitioners across municipalities, companies and civil society can share experiences on what works and what does not.

Model for wicked problems
The results are continuously analyzed and translated into practical decision support.

The survey is based on open-ended questions that create rich, qualitative data. Analysis is then done on barriers, solutions, conflict points and scale - read more about the method here: invi.nu/mvp

Dissemination and impact
The insights are used directly in the implementation of the Youth Lift. The panel is thus not just an analysis - but an active tool in a joint effort to help young people into jobs, education and meaningful communities.
